The Vaccine Distribution Town Hall is a virtual program what will discuss and educate employers and civic leaders on how the vaccine distribution process will work in Pennsylvania and provide a forum for them to ask questions about it.
We all want to return to some sense of normal work/life activity as soon as possible. To do that safely and efficiently, however, will require a clear message on the process by which vaccines will be available to Pennsylvanians. Equally as important is an opportunity for participants to ask questions about distribution, safety, and efficacy of the vaccines.

Panelists Bios:
Richard D. Donze, DO, MPH, Senior Vice President for Medical Affairs and the Medical Director of Occupational/Employee Health at Penn Medicine Chester County Hospital
Dr. Richard Donze is the Senior Vice President for Medical Affairs and the Medical Director of Occupational/Employee Health at Penn Medicine Chester County Hospital. In his occupational/employee health role, Dr. Donze has been part of the team managing the COVID-19 vaccine vaccination program roll out for Hospital employees, Medical Staff, and community healthcare providers, along with advising local businesses on overall COVID-19 management strategies in industry, including testing and return to work considerations after exposure or illness.
Bryan Lowe, Regional Director, State and Local Government Relations, Walgreens
Bryan Lowe is the Regional Director of State and Local Government Affairs for Walgreen Co., in this role, he represents Walgreens before state and local governments in Mid-Atlantic Region (DE, MD, NJ, OH, PA, VA, and WV). Prior to this position he served as Senior Director of State Government Affairs for the Healthcare Distribution Alliance, representing members of a national trade associations before state legislatures throughout the country. Previously, Bryan was an Associate at the Harrisburg based government affairs firm, Greenlee Partners. In this capacity, Bryan represented various client interests before the Pennsylvania General Assembly. Additionally, Bryan formerly served as a Government Relations Associate for the Pennsylvania Commission for Community Colleges.
Bryan received his BA degree in Political Science from Shippensburg University in 2008, and his Masters of Public Administration, from Shippensburg in 2017. In 2018, Bryan was nominated by the Governor and confirmed by the Pennsylvania State Senate to serve on the Shippensburg University Council of Trustees. Bryan lives in Harrisburg with his wife Kristie, and daughter Tenley.
Paul Mango, Deputy Chief of Staff for Policy, Office of the Secretary, U.S. Department of Health and Human Services
Paul Mango is the Deputy Chief of Staff for Policy in the immediate office of the Secretary at the U.S. Department of Health and Human Services (HHS). Prior to joining HHS, Paul served as the Chief Principal Deputy Administrator and Chief of Staff at CMS. Paul comes to HHS after a long and successful career at McKinsey & Company as a Senior Partner and also having filled additional leadership roles within their U.S. and global healthcare practices and as the head of McKinsey's U.S. Center for Health Reform. He is a veteran of the 82nd Airborne Division and a graduate of U.S. Army Ranger School; the United States Military Academy at West Point, where he was a Distinguished Cadet; and of Harvard Business School, where he was a Baker Scholar. He has been active in community and civic causes including a run for Governor of Pennsylvania in 2017, and as a board member of HM3 Partner Independence Fund, a foundation helping veterans, first responders and youth. Paul has been married for 35 years to a class of 1982 graduate of West Point and has five daughters.
Christopher Reed, Senior Director, Manufacturer Operations, AmerisourceBergen Drug Corporation
Chris joins us as Senior Director, Manufacturer Operations from AmerisourceBergen Drug Corporation (ABC.) Day to day, Chris is responsible for operationalizing state and federal regulatory requirements across ABC’s portfolio of businesses. Since the onset of the COVID19 pandemic, like many of his colleagues, Chris has pivoted to support ABC’s COVID19 operations. Chris currently serves as the program manager for ABC’s COVID19 Vaccine Taskforce.
Previously, Chris worked for KPMG US, LP where he served his clients as a Manager, Management Consulting. His focus was Life Science Advisory, specifically strategy and implementation related to complex regulatory requirements. Before that, Chris held several roles of increasing responsibility across Johnson & Johnson’s global supply chain.
David L. Swerdlow, MD, Senior Director, COVID Vaccine Global Medical Lead, Global Clinical Epidemiology Lead and Business Development Head, Medical Development & Scientific/Clinical Affairs (MDSCA), Pfizer Vaccines
David L. Swerdlow MD (CAPT. USPHS, retired) joined Pfizer Vaccines in May, 2015 where he is Sr. Director, COVID Vaccine Global Medical Lead, Global Clinical Epidemiology Lead and Business Development Head, Medical Development & Scientific/Clinical Affairs (MDSCA). Before joining Pfizer, he worked at the US Centers for Disease Control and Prevention (CDC) for 25 years. From 2009- 2015 he was the Associate Director for Science, National Center for Immunization and Respiratory Diseases (NCIRD), and also led the NCIRD Infectious Disease Modeling Unit. He was the CDC Ebola Response International Task Force Lead in August and September, 2014, and was Incident Manager (CDC lead) of CDC’s MERS Coronavirus Responses in 2013 and 2014. He also held leadership roles during numerous other CDC emergency responses including CDCs response to cholera in Haiti, the Pandemic Influenza A (H1N1) response (Surveillance and Laboratory Co-Task Force Lead), the response to Hurricane Katrina, the Smallpox Vaccine Adverse Event Monitoring and Response Activity, and the response to the anthrax bioterrorism attacks. His undergraduate education was at the University of California, San Diego, he graduated from Harvard Medical School, completed internal medicine residency at the University of Washington in Seattle, Epidemic Intelligence Service (EIS) fellowship at CDC in Atlanta, a preventive medicine residency at the San Diego County Department of Health Services, and then an infectious diseases fellowship at the Massachusetts General Hospital in Boston. He is board certified in internal medicine and infectious diseases, was a clinical assistant professor of medicine, Emory University School of Medicine and worked in the Infectious Diseases Clinic caring for patients with HIV/AIDS at the Atlanta VA Medical Center for over 20 years (1993-2015). He was an adjunct assistant professor at Rollins School of Public Health, Emory University where he was the lead instructor of two epidemiology courses from 2000- 2015 and was on the faculty council. Most recently he was on the HHS Executive Enterprises Committee, the Public Health Emergency Medical Countermeasures Enterprise (PHEMCE) Emerging Infectious Disease Working Group, the Program Committee of the Infectious Diseases Society of America, Co-Chair of the Pandemic Prediction and Forecasting Science and Technology Working Group which is sponsored by the White House Office of Science and Technology Policy, and is an Academic Editor at PLoS One. He has co-authored over 250 peer-review publications, book chapters, and government publications.
